1 工程概况1.1 地理位置安徽省绩溪抽水蓄能电站位于安徽省绩溪县伏岭镇境内，地处皖南山区，距合肥市直线距离约为240km，电站对外交通由绩溪县城经X086县道进入电站场区。绩溪县X086县道改线及改造工程起点位于杭黄铁路北村改线桥右桥头处，通过北村、水村、新桥、罗坑、江南村、安川和绩溪电站下水库大坝，过上岭前村后接至既有X086县道，起讫桩号K0+000K12+099，路线全长12.099km。1.2 水文地质条件1.2.1地形地貌绩溪县境地处浙、皖两省交界的皖南山区，西部为黄山支脉，东部为西天目山脉，属中低山丘陵地貌。区内山脉多呈北东走向，与区域构造线走向基本相近，重要山峰高程均在1000m以上。1.2.2气象水文工程区属北亚热带季风气候，境内多山，受地形影响，与同纬度平原地区相比，气温较低，降水较多，日照较少，风力较弱，且体现出垂直分布。春季气温回升快，雨日多；秋季气温下降快，雨日少。春、秋两季短，为冬夏过渡性季节。降水量集中春夏，平均降水量为1519.3mm，年蒸发量为1483.8mm。年平均气温为15.8，极端最高气温41.5，极端最低气温-13.2。无霜期232.9天。年平均气压为994.2mb，风向全年以东北风为主，夏季高空多偏南风。风力多为1-2级，风速平均1.9m/s。1.2.3地层岩性工程区出露的基岩为燕山晚期侵入的粗粒花岗岩（53（2），第四系覆盖层零星发育，以冲洪积、坡洪积为主，重要分布于地势低洼的冲沟、山坡坡脚。2 工程进度控制2.1 已完毕工程形象截止1月20日，已完毕工程量如下：2.1.1 赤石坑3#桥台台身浇筑过半，预制空心板梁1片；0#桥台台背已经进行回填解决。逍遥河桥2#桥台台身浇筑完毕，0#桥台基本浇筑1层。登源河1#、2#墩盖梁砼浇筑完毕。2.1.2 BK4 +678BK4+703改线加宽段C15片石砼路肩墙墙身已浇筑至最后2层。2.1.3 K11+154K11+165、K11+328K11+347段路肩墙C15片石砼已部分浇筑。2.1.4 K0+000K9+300段全幅路基修整，为迎接绩溪抽水电站动工典礼做准备。2.1.5 箱梁（板）、钢筋预制场地文明施工清理。2.1.6 路堑挖方第一段已由K11+420挖至K11+460处，第二段已由K11+600挖至处K11+500，全线路堑挖方线路剩余40m。2.2 本月完毕工程量及合计完毕工程量记录2.2.1主体工程：截止1月20日，本月路基土石方工程、桥涵工程已全面进入冬期施工，受雨雪及低温天气影响较明显。本月完毕开挖约2.931万m3，合计完毕开挖34.341万m3。本月路基填筑1.8万m3,，台背回填1000 m3；合计路基填筑12.27万m3，台背回填10000 进度分析本月施工基本处在半停滞状态，月生产筹划进度完毕状况极差，总体施工进度筹划不容乐观。如：砼（砂浆）工程等在本月受雨雪及低温天气影响较明显，基本已停止现场施工。总体施工进度滞后的因素重要是一方面由于中水十五局项目部投入的资源不够导致的，特别是在施工劳动力方面投入的数量严重局限性，与月筹划拟投入的劳动力数目明显相差甚远；一方面由于进入冬期施工，受到雨雪及气温骤降影响较为明显；一方面是将重要机械及人员抽调为抽水蓄能电站动工典礼做现场筹办工作。2.4 下月进度控制重点2.4.1督促施工单位全面开展路基整顿工作，为路基验收发明条件。2.4.2 督促施工单位加强文明工地建设工作。2.4.3 督促施工单位精心编制年度施工进度筹划。2.4.5 督促施工单位加强内业资料的规范化填写、查漏补缺等工作。2.4.6 督促施工单位开展路基半填半挖段、路堤高填方地段、高挡墙施工段、防护支挡工程的二次交底工作。2.4.7 督促施工单位增长涵洞的作业队，力求加快全线盖板涵的施工进度。2.4.8 督促施工单位砼拌和站（渣场内）按照合同文献原则化、规范化生产，不定期组织实验人员抽查场地内堆放的原材料与否合格。2.4.9由实验监理不定期组织施工单位全线检查施工现场寄存的同等条件下养护的砼试块及实验室台账。3 工程质量控制在本月周生产例会上多次规定十五局对已浇筑完毕的桥梁、挡墙、涵洞等合适延长砼养护时间。进入冬期施工，在气温骤降至3如下和雨雪低温天气状况下，则规定十五局坚决停止桥涵砼施工。在施工现场多次制止十五局桥梁、挡墙作业队过早（浇筑完毕不到24小时）拆除模板，避免构造物浮现砼低强及边角破损。每天安排值班人员进行夜间巡逻，密切关注暖棚内的箱梁（板）蒸汽养护温度，及时掌握每天不同步段气象资料。赤石坑桥0#桥台外观质量缺陷解决，已多次督促十五局组织人员打磨，但至今十五局也未完毕有关工作，也未申报验收。在桥台台背回填过程中，严格控制施工质量，监理单独进行压实度抽检工作。3.1 贯彻质量监控制度本月进行了四次工地质量进度大检查，针对问题召开了4次现场工地例会。规定十五局在现场拌制桥梁C25砼过程中必须做到：严格按照配合比施工；必须采用自动计量装置，在开盘迈进行计量标定工作；砂必须采用干净的河砂，不能采用现场筛分的黄沙；片石用量必须严格按照比例均匀抛填，严禁片石码放成堆等现象浮现；项目部增设一名专职拌和站管理人员，对拌和站安全质量生产全权负责。规定十五局严格按施工技术规范和设计规定施工，加强对施工过程的监管，避免发生跑模、漏振的现象；对于大体积砼施工，为保证工程质量及桥梁外形美观，要合理选择砼原材料，严格控制砼水灰比、片石的大小及填充量（20%）。规定十五局路基填筑必须按照施工技术规范分层整平碾压，填料的松铺厚度不得不小于30cm。督促十五局安排施工人员做好浆砌路肩墙的勾缝和沉降缝的沥青麻絮的塞缝等收尾工作。在施工中某些较重大的设计变更、地质状况鉴定方面，监理组织业主、施工单位、设计单位进行现场四方联合勘查，以现场工作备忘录的形式会签。在冬期施工中，十五局也已按照规定搭设了梁（板）养护暖棚，根据夜间在暖棚内测量的蒸汽养护温度已达到14以上，已能基本满足冬期施工措施的规定。已督促十五局加强在其她部位（桥台、盖梁、挡墙等）砼冬期养护的力度，规定十五局采用内层铺设塑料薄膜，外层铺设土工布的双层覆盖保温措施，合适延长砼的养护时间。已规定十五局加强在现场保存一组同等条件下养护的砼试块制作和保存工作，实验监理将不定期组织业主、委外实验室检查贯彻状况。3.3 路基工程质量控制本月路基填方仍存在着不按照施工图纸施工的现象，监理和业主在多次会议上规定对不合格的填方路段进行返工解决。桥台的台背回填分层填料碾压，做到填一层、压实一层，检测一层的原则。加强路基现场的文明施工建设，清理路基上乱堆乱放的施工材料和机具，捡拾生活和施工垃圾，修整不合格段落。加强路基C15片石砼挡墙浇筑中的巡逻力度，对不按规范和图纸规定施工的段落予以返工整顿；同步规定十五局加强冬期的覆盖养护力度，合适延长砼的养护时间。K11路堑开挖段浮现山体水漫流现象，已督促十五局安排人员寻找水源，并埋设临时排水管道导流，将积水排除。路基已多段开挖临时排水沟，但部分段落浮现了堵塞现象，已督促十五局组织人员和机械进行疏通，有效地做到了避免雨水及地表水系对路基浸泡。3.6工程质量验收与评估本月对全线2道0.5m圆管涵进行了质量验收与评估，根据公路工程质量检查评估原则(JTGF80-1-)进行评估验收合格。具体里程桩号详见下表：
