Comments received during the 30 day stakeholder consultation process shall be made publicly available. Issues brought up by stakeholders may be further discussed and elaborated in the projects validation protocol 2021/5/29Slide 12 澄 清 与 改 正 要 求 ： Clarifications and Corrective Action RequestsF 审 定 机 构 可 能 识 别 出 部 分 议 题 与 项 目 的 基 准 线 、 实 施 或 运 行 需 进 一 步 改 善 、 研 究 或 增加 ， 以 符 合 UNFCCC或 东 道 国 的 要 求 ， 并 获 得 可 信 的 减 排 。 与 项 目 要 求 不 符 合 、 或可 能 造 成 特 定 项 目 目 标 成 功 达 成 风 险 的 发 现 ,均 开 立 “ 改 正 行 动 要 求 ”A validation may identify issues related to the projects baseline, implementation or operations that need to be further elaborated, researched or added to meet UNFCCC or host Party requirements and achieve credible emission reductions. Non-compliance with project requirements, or the identification of a risk to successful fulfilment of the particular projects objectives have been termed ”Corrective Action Request . G 可 能 对 项 目 结 果 产 生 直 接 影 响 的 假 设 或 项 目 文 件 错 误mistakes have been made in assumptions or the project documentation which directly will influence on project results; G 项 目 审 定 相 关 要 求 中 部 分 特 性 没 有 满 足 要 求the requirements deemed relevant for validation of a project with certain characteristics have not been met; G 存 在 着 项 目 不 能 在 UNFCCC注 册 或 减 排 无 法 核 查 或 认 证 的 风 险a risk that the project would not be registered by the UNFCCC or that emission reductions cannot be verified and certified.F 当 信 息 不 够 充 分 、 不 清 楚 或 不 够 透 明 以 确 认 是 否 满 足 要 求 时 ， 会 开 立 “ 澄 清 要 求 “ A Clarification Request is issued where information is insufficient, unclear or not transparent enough to establish whether a requirement is met. 2021/5/29Slide 13 改 正 要 求 的 处 理 ： Resolution of Corrective Action Requests F 项 目 的 提 出 者 应 回 应 改 正 行 动 和 澄 清 要 求 ， 并 应 在 审 定 者 完 成 组 最 终 审 定 观点 前 所 提 的 逐 一 解 决The project proponent will have to respond to the corrective action and clarification requests and barring exceptions resolve the issue before a final validation opinion is formulated by the validator and every exception shall be justified.F 项 目 的 提 出 者 有 责 在 一 定 时 间 内 回 应 审 定 者 所 提 出 的 改 正 行 动 要 求It is the responsibility of the project proponent to respond to the corrective action requests identified by the validator in a timely manner. F 改 正 行 动 要 求 可 能 造 成 项 目 监 测 计 划 修 改 或 、 基 准 线 的 确 定 以 及 项 目 设 计 书的 调 整 ， 也 可 能 包 括 对 项 目 设 计 文 件 未 体 现 或 充 分 关 注 问 题 的 进 一 步 调 查 。Corrective action requests may lead to amendments to the projects monitoring plan, or adjustments of the selected project baseline also require further investigation of issues that are not considered or appropriately addressed in the project documents. F 如 果 澄 清 改 正 要 求 没 有 在 最 终 审 定 阶 段 完 成 ， 将 可 能 导 致 审 定 机 构 不 推 荐 注册 ， 或 者 导 致 减 排 将 不 能 被 核 查 或 核 证 。If this is not done in the final stages of the validation, it may cause the project not to be recommended for UNFCCC registration, or cause the expected emission reductions not to be subsequently verified and certified. However, such a choice shall be reflected as a qualification in the final validation opinion. 2021/5/29Slide 14 审 定 的 最 终 报 告 ： Validation ReportF 审 定 最 终 报 告 应 能 包 括 以 下 方 面 ： The validation report should reflect:G 在 提 交 草 拟 报 告 后 有 关 项 目 设 计 完 善 的 调 整 情 况 ， 例 如 项 目 提 出 者 对 改 正 或 澄 清 要求 的 讨 论 、 回 复 以 及 对 项 目 文 件 的 修 改 情 况 。The results from the dialogue and any adjustments made to the project after the draft validation report was submitted. G 报 告 应 对 该 项 目 是 否 符 合 UNFCCC有 关 要 求 形 成 结 论 ，The final validation report should give the final conclusions regarding the projects conformance with relevant UNFCCC requirements. G 报 告 应 对 在 项 目 实 施 过 程 中 应 注 意 的 问 题 加 以 强 调 。The validation report may raise issues that need to be subsequently addressed during project implementation. G 报 告 应 包 括 审 定 意 见 ， 是 否 同 意 推 荐 注 册 或 者 不 推 荐 注 册 的 理 由The final validation report shall include a validation opinion which either forms the basis for UNFCCC registration of the project or which explains the reason for non-acceptance if the project is judged not to fulfill validation requirements. 2021/5/29Slide 15 审 定 意 见 ： Validation Opinion A. 肯 定 的 审 定 意 见如 果 对 项 目 设 计 、 基 准 线 监 测 计 划 的 评 审 和进 一 步 评 估 的 结 果 是 项 目 符 合 UNFCCC以 及项 目 发 起 国 的 要 求 ， 则 形 成 肯 定 的 合 格 审 定意 见B. 有 保 留 的 审 定 意 见如 果 项 目 符 合 UNFCCC及 项 目 东 道 国 要 求 ，但 是 项 目 在 运 行 、 监 测 和 报 告 上 不 符 合 一 致性 的 要 求 时 ， 项 目 方 应 在 项 目 开 始 时 作 出 调 整 。 首 次 核 查 或 第 一 次 定 期 审 核 时 应 确 定 这些 有 保 留 的 审 定 意 见 是 否 得 到 了 充 分 的 关 注C. 否 定 的 意 见当 审 定 机 构 无 法 获 得 充 分 适 合 的 证 据 以 判 断项 目 是 否 符 合 UNFCCC和 项 目 发 起 国 的 要 求得 到 满 足 时 ， 将 形 成 否 定 的 确 认 意 见 。 在 这种 情 况 下 项 目 将 不 能 被 审 定 。 A. Unqualified validation opinion An unqualified validation opinion is issued if the review and further assessment of the project design, the baseline and monitoring plan concluded that the project complies with all UNFCCC and host Party requirements. This means that all corrective action requests presented in the draft validation report were satisfactorily resolved.B. Qualified validation opinionA qualified validation opinion will be issued when the project meets all UNFCCC and host Party requirements, but does not meet criteria given to provide for consistent project operations, monitoring and reporting. The project developer shall rectify such issues prior to project commencement, and the initial verification or first periodic verification shall determine whether qualifications stated in the validation opinion have been sufficiently addressed. C. Denial of validation A denial of validation shall be clearly expressed when the validator is unable to obtain sufficient and appropriate evidence which could confirm that UNFCCC or host Party requirement are met, or where evidence show that such requirement are not met. Hence, the validator will conclude that the project cannot be validated. 2021/5/29Slide 16 审 定 意 见 ： Examples of Validation Opinions肯定的审定意见 Unqualified validation opinion “XYZ 机构对ABC 公司提出的项目进行了审定。审定活动是根据UNFCCC的相关标准以及项目发起国的相关要求以及说给定的项目在实施、监测和报告的一致性的规则进行。在审定项目文件以及后续的跟踪访问活动过程中，提供给审定组有关项目证据可以证明符合确认的相关标准。因此我们的确认意见该项目符合UNFCCC和东道国的相关要求。XYZ 验证公司受到项目主办国对该项目有准予可持续发展的确认文件通过可再生能源替代石化燃料发电，该项目所产生的二氧化碳减排对减缓气候变化是真实的、可测量的和具有长期利益的。通过对投资和技术障碍的分析，所提出的项目不是可能的基准线情景，因此由于项目活动所产生的减排险对于没有改项目活动的情况是额外的。如果项目能过按照所设计 方案实施，该项目可能带到估计的减排数量。 根据项目东道国指定管理机构的认可文件，该项目将由XYZ推荐在UNFCCC注册。有保留的审定意见Qualified validation opinion审定发现，监测与报告程序尚未完全建立，缺乏这一程序可能导致减排无法核查和核证。因此项目应在实施前建立健全这一程序 2021/5/29Slide 17 审 定 检 查 清 单 ： Validation ProtocolF 在 对 CDM项 目 进 行 审 定 时 ， 检 查 清 单 是 提 高 审 定 全 面 性 和 效 率的 手 段A generic protocol for the validation of CDM projects has been developed to facilitate cost-effective and comprehensive validation of CDM projects. This is either acceptable based on evidence provided (OK), or a Corrective Action Request (CAR) of risk or non-compliance with stated requirements. 使 用 表 2的 检 查 清 单 的 部 分 ， 说 明 确 认过 程 是 如 何 进 行 的 。To ensure a transparent process, this refers to the relevant checklist questions in Table 2 to show how the specific requirement is validated. The checklist is organised in different sections, following the CDM-PDD structure. Each section is then further sub-divided. The lowest level constitutes a checklist question 检 查 问 题的 依 据Reference to documents where the source to the checklist question or item is found. 文 件 评 审 /现 场 观察 /访 问 等 The means of verification explains how conformance with the checklist question is investigated, i.e. through document review (DR) or interview (I). 说 明 问 题 是 否 符合 要 求 形 成 结 论 The section is used to elaborate and discuss the checklist question and/or the conformance to the question. and to explain the conclusions reached. 根 据 证 据 说 明 是 否 可 接 受或 者 开 出 CAR。 表 3应 对 所开 出 的 CAR进 行 追 踪 This is either acceptable based on evidence provided (OK), or a CAR or a CL Whenever a CAR or CL is issued, table 3 shall be used to describe how the findings have been resolved and concluded. 根 据 表 3或 证 据 得出 审 定 最 终 结 论The final conclusion of the validation shall be documented as either OK , CAR or CL. This is based on the resolution of outstanding issues as elaborated in Table 3.Table 3澄 清 与 改 正 要 求 Draft report clarifications and corrective action requests by validation team 出 处 对 回 答 的 总 结 审 定 结 论澄 清 或 改 正 行 动 要 求 的 描 述 If the conclusions from the draft validation are either a Corrective Action Request or a Clarification Request, these shall be listed in this section. 表 2检 中 的 问 题 Reference to the checklist question number in Table 2 where the CAR or CL is explained. 对 澄 清 或 改 正 行 动 要 求 的 回 答 The responses given from the project proponent or other project participants during the communications with the validation team shall be summarised in this section. 对 回 答 的 评 审 结 果 （ 最 终 审 定 结 论 ） This section shall summarise the Validation Team responses and final conclusions.
