A.857(20)决议案(船舶交通服务指南)规定VTS操作员(operator)所应具备的技术与知识至少应包括:1、航海技术、航海知识,2、法规知识,3、提供导航协助的技术能力、具备通信程序和沟通的知识,4、使用设备的技术能力。v2、IALA Recommendation V103 建议案(国际航标协会示范课程)规定VTS操作员(operator)应接受8项基本训练:1、语言,2、交通管理,3、设备操作,4、航海知识,5、沟通协调,6、无线电收发信息,7、个人职务,8、紧急状况报告。v 前言v3、船舶交通管理系统运行管理规定,交通部 安监字【1997】375号 第三章 船舶操纵基本术语及常识船舶操纵基本术语及常识一一船舶操纵场景会话范本船舶操纵场景会话范本二二VTSVTS日常通话中的注意事项日常通话中的注意事项三三总结总结四四船舶操纵基本术语及常识船舶操纵基本术语及常识第一部分第一部分一、船舶操纵基本术语及常识船舶到港前准备:v详细了解目的港口的基本情况,如引航锚地、等候锚地、通航环境。v详细了解并严格遵守目的港口的要求,如通信联络方法、vts报告制、分道通航制、航行规定。v安排人员对系泊、装卸、应急、通信等设备进行检查和试验,对主机进行停、倒车试验,对舵机进行应急操舵演练。v确保到达指定位置将主机准备好,并按指示呼叫船长到驾驶台。一、船舶操纵基本术语及常识进出港安全操作:v船舶进出港时,船长应在驾驶台、轮机长应在机舱亲自指挥操作;v港内航行时,不得超过规定的航速;不做不必要的追越;避免在弯曲和复杂水域会船;充分考虑风流对船位的影响,做到应急制动快,停得住;v进出港时,应在指定VHF工作频道守听并加强与交通管理部门、港口的联系,听从其指挥调度,并做好协调与他船的避让措施;v进出港时一旦发生险情或事故,应设法使船舶摆脱危险、减少损失、做好相关记录,及时报告当地 degrees”表示;v2、航速(对水、对地),以“speed XXX knot”表示;v3、方位以“bearing XXX degrees”表示;1)一般采用真北起算,pilot boat is bearing 215 degrees from you;2)相对方位:buoy 030 degrees on your port bow;v4、距离以“distance XXX nautical of wind)、流(Effect of current)、浅水效应(Effect of shallows)、岸吸与岸推(bank cushion and bank suction)、船间的相互作用(effect between ships)、航道富余水深(under keel clearance)。一、船舶操纵基本术语及常识航道富余水深 v富余水深的的确定及富余水深应考虑的因素前进中的船体下沉量 因波浪引起的摇荡、横摇、纵摇和垂荡使吃水增加。海图水深的测量误差水位的变化量为安全操船应考虑的因素一、船舶操纵基本术语及常识v确定富余水深的实例 distance)可达6-8倍船长;v载重量50000吨左右的船舶可达8-10倍船长;v载重量100000吨的船舶可达10-13倍船长;v载重量150000-200000吨的船舶可达13-16倍船长.v备注:紧急(最短)停船距离-船舶在前进三中开后退三,从发令开始到船对水停止移动所航进的距离。一、船舶操纵基本术语及常识v据经验,船舶在常速航进中停车,降速至维持其舵效的速度时,一般货船的停车冲程为8-20倍船长;超大型船舶则超过20倍船长。v旋回时间turning time:万吨船舶快速满舵旋回一周约需6分钟,而超大型船舶要增加一倍;v手操舵保持舵效约为3节、自动舵能够有效保向的最低航速为8节。v船舶进港操作:船舶由海洋驶入港口(VTS管理区域)应适时将海上航速(sea speed)或常用航速(normal speed)改为备车航速(stand by speed)或操纵航速(manoeuvring
