,LACORUNA,8/9thJUNE2006,UNIONEEUROPEACOMMISSIONEEUROPEA,MinisterodelleInfrastruttureedeiTrasporti,DIPARTIMENTOPERILCOORDINAMENTODELLOSVILUPPODELTERRITORIO,ILPERSONALEEDISERVIZIGENERALI,DIREZIONEGENERALEPERLAPROGRAMMAZIONEEIPROGRAMMIEUROPEI,AUTORIT,DIGESTIONEDELPONTRASPORTI2000,-,2006,ENVIRONMENTALISSUESCONCERNINGOPERATIONALPROGRAMME“TRANSPORT”,Agenda,ENVIRONMENTALISSUESCONCERNINGOP“TRANSPORT”Introduction:2MAINISSUESManagingAuthority/EnvironmentalAuthorityPartnershipEnvironmentalissuesandprojectsselectionprocessMonitoringenvironmentalimpactsduringtheOPimplementation:environmentalindicatorsMajorProjectsandNaturalhabitats(“Natura2000”)TheOPTransportandtheRegionalOperationalProgrammesinObjective1Area:evaluationofenvironmentrelatedimpactsofinfrastructureprojects,3,Introduction:2mainissues,ThefirstmainissueregardingtheOPTransportframeworkconcernsthefullcompliancetothefixedratio60/40%betweenrailinterventionsasawhole(raillinesnetwork,nodesandlightrail)androadinterventions.Atpresent,suchratioisfullyaccomplished.Anyway,besidesratios,alsoqualitativevariablesshouldbetakenintoaccount,someofwhichalreadyusedas“selectioncriteria”appliedtoprojectsonroadstobeselectedwithintheProgramme,suchas:Thesecondissuelooksatthefuture.Selectingtheprojectsonthebasisofcriteriaorevaluatingtheimpactsintheprojectsdesigningphaseisasimportantasevaluatingthemintheconstructionandoperatingphases.,landscapedesignlowlevelofenvironmentalimpactsscarceincidenceonthe“Natura2000”Network,intermsofareasoccupiedbyroadsandpotentialunused.,4,Introduction:2mainissues,Accordingly,onthebasesof7projectsselectedas“pilot”,theItalianMinistryofInfrastructuresandTransport,inaccordancewiththeNationalandtheRegionalAgenciesfortheEnvironmentalProtection(APATandARPA),isplanningtodevelopmethodologiesandpractices(“Guidelines”)tobeattachedtotendersandbidsdraftsissuedduringthenextprogrammingperiod(2007-2013).Suchprojectsare:CataniaAirportSS131“CarloFelice”S.GiustasectionA3“Persano”andA3“Macrolotto1”SS106“Jonica”lotsn.8and9“CervaroOrsara”railwayInordertoachievethis,aConventionalAgreementisgoingtobesigned,whichwillbefinancedbytheOP“TechnicalAssistance”.Suchaninitiativeshowshowmuchenvironmentis“central”withinthetransportpolicyforSouthernItaly.LetsswitchnowtothedescriptionoftheenvironmentalissuesconcerningtheOperationalProgramme“Transport”.,5,ManagingAuthority/EnvironmentalAuthorityPartnership,SincethefirststepsmovedbytheOperationalProgramme“Transport”,astructuredrelationshipbetweenManagingAuthorityandEnvironmentalAuthorityhasbeenestablished.,Moreover,thetwobodieshavesignedanOperativePlanforSystematicCooperationprovidingaframeworkandspecifictasksinwhichtheywouldhaveworkedtogetherinimplementingtheOP,ensuringitscompliancetoenvironmentalstrategies(especiallywithItalyengagementinreachingKyotoProtocolaims).Accordingly,theEnvironmentalAuthority:producedanexanteevaluationoftheOperationProgramme;cooperatedtotheprojectselectionphase;cooperatetodefinitionandanalysisofenvironmentalimpactofOPintervention;tookparttoallheldMonitoringCommittee;participatedatMidTermReviewProcess;ensureditsparticipationtotheannualmeetingwiththeCommission.,6,ManagingAuthority/EnvironmentalAuthorityPartnership,Duringthefirstperiodofimplementation,MinistryofInfrastructuresandTransportestablishedastrongrelationshipwithEnvironmentalAuthorityandEnvironmentMinistry.Ithasbeenestablishedacooperationwithtechnicalassistance(PwC)insolvingproceduralproblemsabout“Habitat”and“Birds”directivescompliancedeclarationsforMajorProjects.,KeyissueonManagingAuthorityandEnvironmentalAuthoritypartnership,7,EnvironmentalissuesrelatedtoOP“Transport”,EnvironmentalissuesandprojectsselectionprocessProjectsinvolvingStructuralFundsmustensureasustainabledevelopmentandtheconservingofnaturalhabitatsandwildfaunaandfloraintheterritoryofMemberStates.TheymustalsobecomplianttoCommunityRegulationsconcerningenvironment.Priorityisgiven,inprojectsimplementationprocess,toECDirectivesconcerningenvironmentandtoensurethattheiraimsarereached,inordertofillthegapintheimplementationoftheRegulatoryframework.Forwhatconcernsthegoalofenvironmentalimpactsreduction,actionsmustbetakenbothintheprogrammingandprojectingphases,whereimpactsonenvironmenthavetobetakenintoaccountandactivitiestoprovidetheenvironment(includingairpollution,noiseeffectsandthepotentialimpactsonlandscapeandvisualamenity)withpermanentprotectionhavebeenplanned.AsfortheOP“Transport”,asshowninslide14,environmentalsustainabilityisoneoftheeligibilitycriteriaforprojectsselectionwithintheProgramme.,8,EnvironmentalissuesrelatedtoOP“Transport”,EnvironmentalissuesandprojectsselectionprocessAccordingtotheprioritygivenfromEUrulerstoenvironmentalimpactsreduction,theselectionprocesswithintheOP“Transport”haveensuredthefinancialresourcesconcentrationonprojectswhicharecomplianttotheaimofsustainabledevelopment.Moreover,withtheaimofensuringthateveryprojectplaysitsownpartinreachingtheenvironmentalgoals,adhocenvironmentalindicatorshavebeenusedasaguidelineforprojectsselection.Suchindicatorshavebeenreferredtothedifferentenvironmentalidentified“themes”(airpollution,biodiversity,noise,naturalhabitatsandwildfaunaandflora),andwillbealsousedinthemonitoringprocesswhichfollowstheProgrammeandtheprojectsimplementation.,9,EnvironmentalissuesrelatedtoOPTransport,MonitoringenvironmentalimpactsduringtheOPimplementation:environmentalindicatorsTheabovementionedindicatorshavebeenreviewedinpartnershipbyboththeOPManagingandEnvironmentalAuthorities,startingoutfromtheevaluationofprojectsexpectedenvironmentalimpactsasindicatedwithintheCommunitySupportFramework(CSF).ExpectedimpactshavebeensetoutfromtheOPTransport“Exanteenvironmentalevaluation”(updatedto31/12/2002),concerning:Air(includingalsonoise)WaterLandpreservationWasteNaturalHabitatsUrbanenvironmentLandscape,visualintrusion,lossofimportantsites(archaeological,historical,etc),10,EnvironmentalissuesrelatedtoOPTransport,MonitoringenvironmentalimpactsduringtheOPimplementation:environmentalindicatorsSpecificindicatorshavebeensetoutforeachoftheabovelistedenvironmental“themes”inordertoexpresstheproperimpact.Theyaredividedinto:“ProgrammeIndicators”,allowingthedraftingofaframeworkofglobalenvironmentalimpactsattheProgrammelevel.ProgrammeindicatorshavebeenestimatedbytheEnvironmentalAuthorityinMarch2006:1.AirPollutantsEmissions(CO2,NOx,SOx,COV)foreachmodeoftransport;,11,EnvironmentalissuesrelatedtoOPTransport,MonitoringenvironmentalimpactsduringtheOPimplementation:environmentalindicators2.Reductionofairpollutionlevelinurbanareasthroughtrafficdiversionfromroadtorail:CO2emissions:-9,1%;substantialreductionofNOxandCOVemissions;totalabsenceofPM10emissions.3.Numberof“Natura2000”areasaffectedbytheprojects:17areasaffected,in14ofwhichprojectstoberealisedareproventobecomplianttoDirectiveson“Natura2000”network(seefollowingslides).“MeasuresIndicators”,comingfromtheaggregationofindicatorsmeasuredforprojectswithinasinglefinancingline,asfarastheycanbesummedup.“ProjectsIndicators”,proposedatprojectslevelandbasedonthedatavailableformEnvironmentalEvaluationsofprojectsimposedbythenationallawsonpublicworksrealization.Theyprovidedetailedinformationonenvironmentalimpactsofsingleprojects,12,EnvironmentalissuesrelatedtoOPTransport,MajorProjectsandNaturalhabitats(Natura2000)TheEuropeanUnionisseekingtoensurebiodiversitybyconservingnaturalhabitatsandwildfaunaandfloraintheterritoryoftheMemberStates.Anecologicalnetworkofspecialprotectedareas,knownasNatura2000,isbeingsetupforthispurpose.Thenetworkisgivencoherencebyotheractivitiesinvolvingmonitoringandsurveillance,reintroductionofnativespecies,introductionofnon-nativespecies,researchandeducation.“Habitat”Directiveand“Birds”DirectiveThecontinuingdeteriorationofnaturalhabitatsandthethreatsposedtocertainspeciesareoneofthemainconcernsofEuropeanUnion(EU)environmentpolicy.Directive92/43/EEC,knownastheHabitatsDirective,isintendedtohelpmaintainbiodiversityintheMemberStatesbydefiningacommonframeworkfortheconservationofwildplantsandanimalsandhabitatsofCommunityinterest.TheDirectiveestablishesaEuropeanecologicalnetworkknownasNatura2000.ThenetworkcomprisesspecialareasofconservationdesignatedbyMemberStatesinaccordancewiththeprovisionsofDirective92/43andspecialprotectionareasclassifiedpursuanttoDirective79/409/EEContheconservationofwildbirds(“Birds”Directive).,13,EnvironmentalissuesrelatedtoOPTransport,MajorProjectsandNaturalhabitats(Natura2000)“Habitat”Directiveand“Birds”Directive(follows)Specialareasofconservationaredesignatedinthreestages.Followingthecriteriasetoutintheannexes,eachMemberStatemustdrawupalistofsiteshostingnaturalhabitatsandwildfaunaandflora.OnthebasisofthenationallistsandbyagreementwiththeMemberStates,theCommissionwillthenadoptalistofsitesofCommunityimportance.MemberStatesmusttakeallnecessarymeasurestoguaranteetheconservationofhabitatsinspecialareasofconservation,andtoavoidtheirdeterioration.TheDirectiveprovidesforco-financingofconservationmeasuresbytheCommunity.MemberStatesmustalso:,encouragethemanagementoffeaturesofthelandscapewhichareessentialforthemigration,dispersalandgeneticexchangeofwildspecies;establishsystemsofstrictprotectionforthoseanimalandplantspecieswhichareparticularlythreatened(AnnexIV)andstudythedesirabilityofreintroducingthosespeciesintheirterritory;prohibittheuseofnon-selectivemethodsoftaking,capturingorkillingcertainanimalandplantspecies(AnnexV).,14,EnvironmentalissuesrelatedtoOPTransport,MajorProjectsandNaturalhabitats(Natura2000)CataniaAirport,15,EnvironmentalissuesrelatedtoOPTransport,MajorProjectsandNaturalhabitats(Natura2000)A3Motorway,16,EnvironmentalissuesrelatedtoOPTransport,TheOPTransportandtheRegionalOperationalProgrammesinObjective1Area:evaluationofenvironmentrelatedimpactsofinfrastructureprojectsAstudypromotedwithintheCSFisgoingtobemadeinordertoobtainaquantitativeandqualitativeevaluationofenvironmentalimpactsoftransport-relatedprojectsfinancedwithintheOPTransportandtheRegionalProgrammesinObj.1Area.Theveryheartofthestudyisthemappingofover500involvedprojectsonageo-referencedsystem,whichwillallowthe:,estimateofsomeoftheenvironmentalimpactsoftheexaminedprojects(e.g.thenumberoftheexposedpopulation),withthereferencetofocusareas(CataniaandNaplesurbanareasandtheAdriaticCorridor)withtheaimtoevaluatesinergies/antagonismbetweenthedifferentprojects;matchingtheprojectsnetworkwiththespecialprotectedareasnetworkinordertoevaluateprojectsimpactsina“network”vision.,
