This is compare with the third industry and the first and the second industry in Ansai County, and social impact of industry on the economy in the tertiary industry, and its internal structure analysis revealed the tertiary industrys contribution to economic life, such as promoting rapid economic growth, improve living standards, increasing employment and promoting social stability.Keywords: Ansai county Development of economic Tertiary industry25.1 Geographic Location of Ansai CountyThe Ansai County of the loess plateau hinterland, located in northwestern Shaanxi province, geographical position for E, N . Total land area for 2,950.2 km2, Land various types 1.25.2 The Third Industry Internal Structure AnalysisIn Fig. 25.1, we can see that the third industry though in a slow growth development condition, but the total GDP of the contribution of the proportion of the relative to the second industry is still very low. Six years, in the third fastest within the industry development, and the contribution of the largest is the transport, storage and posts and telecommunications companies, from 11.8 % in 98 to 15.2 % in, an increase of 3.4 %. Second, education, literature and art, the contribution of radio, film and television also is increasing year by year, can see from the graph, transportation, storage and posts and telecommunications companies, national party organs, social groups, education, literature and art, the financial and insurance, the real estate industry, etc., all belong to the growth industry, this is a good momentum, need to be further keep,but its internal structure still has some problems.Also in Fig. 25.2 can see, in third level within the industry for production and life service department-the financial and insurance, real estate, social services and so on several industry, although in the years development in a rising trend, but its growth rate is not very big, and the proportion of the relatively small also. The objectives of the third industry structure to belong to the traditional industry traffic transportation, storage and postal service and so on, the proportion of the relatively large in the tertiary industry and modern service industry, such as real estate industry, the financial and insurance, tourism and other emerging industry but development lags behind. But along with the improvement of peoples living standard and the increase of free time, people of quality and service to consumer goods seriously more and more, the spirit of the people of demand is also rising, the third industry has no reasonable health rapid development, will go against the peoples living standard and life quality rise further.25.3 The Objectives of the First, Second and Third Industry Development in ComparisonEconomic growth requirements of industrial structure coordinate with the constant development of economy, the improvement of peoples life, also can make the adjustment of industrial structure, performance in all the contribution to GDP 2.The objectives of the third industry in 98 accounted for only 25.9 % of GDP in subsequent years is slow growth trend, to 2003 years of 35.1 % of GDP, at the same time, the second industry also shows ascendant trend, from 32.4 % of GDP in 98 to 43.4 % in, as the proportion of the total GDP of one of the biggest industry. The objectives of the first industry and the proportion that has been declining, the contribution to GDP in weakening, thus it can be seen with the development of economy and the improvement of peoples life, the objectives of industry structure in the more reasonable, but the proportion of three industries are big deviation.25.4 The Objectives of the Third Industry on the Economic and Social Influence25.4.1 The Third Industry on the Objectives of Economic Contribution ObviousFigure 25.1 can see, from 98-in the objectives of the third industry had the very big development, its added value in increasing year, three big industry GDP by 41.7:32.4:25.9 the evolution of 21.5, 43.4, 35.1, and the third industry the contribution to economic growth has increased to 35.1 %, although not by much, but it (of the overall economy to pull function) was very effective. When people have a certain physical capital, peoples needs are not only stay in meet the food and clothing, they to food quality and service also have certain request, for transportation, tourism, culture entertainment demand is also in constant increase, influence demand and the supply and demand, so, the development of tertiary industry and the third industry internal various sectors of the development and improvement, it is the constant improvement of peoples living standards performance.25.4.3 The Third Industry and Expand EmploymentThe third industry generally belongs to the labor-intensive industries, it absorbs the level of labor is higher, so it can be good employment expansion field and increase employment 3. And, third industry compared with other industries, it has higher employment flexibility, become since the 1990s the main channel to absorb employment. In recent years, with the development of economy and the continuous improvement of peoples living standard, people for the needs of the service industry is on the increase, for the quality of the service requirements are rising, so also prompted the continuous development of the third industry. In the process of development, the service content of the increase, the division of labor continuously detailed, provide jobs also has increased, the labor force is on the increase. The third industry to expand employment a certain extent.25.4.4 The Third Industry Impact on AgricultureAlong with the development of the third industry, the peoples living standard has improved, and the third industrys labor absorption, to agriculture which caused a lot of influence.In Figs. 25.3 and 25.4, which can be seen as an economic development in the first of the importance of unceasing enhancement, its attract large agricultural population to the third industry shift, in the third industry population proportion by less than 4 % in 86 to 23.59 % of the increase in, and in the third industry population engaged in the number is more than 25 %. From the Fig. 25.4 trends we can see, the future of the objectives of the third industry will continue to absorb other industries, especially the first industry population, make its proportion continue to improve, also make the local employment ability strengthens, engaged in agricultural population for the absorbing, leading to the agricultural population engaged in farming specificity declined, the rural population farming population is reduced, the slack of migrant workers and intensifies the rural land area declining,leading to the agricultural output, of the total GDP was falling.25.5 Conclusion1. the development of the third industry very good promote the ansai the development of social economy, along with the continuous development of the third industry, peoples living standard and life quality has also improved, and the third industry provides more jobs, stimulate employment help to social stability.2. along with the development of the third industry, the first industry development also is certain effect, cultivated land area of declining, the agriculture population ratio decreased, making the first industry for the contribution of GDP fell.References1. Yang Y, Liu X (2011) Grey incidence analysis of the third industry development in Ningxia.J Hubei Three Gorges Polytech 09:5859 安塞县经济与社会发展和第三产业的研究胡明渭南师范学院摘 要 安塞县在第三产业发展中处于相对较低的水平，国民经济和人民生活质量相对受限，对比安塞县的第三产业和第一、第二产业，第三产业在工业经济方面的社会影响和内在结构分析揭示了第三产业对经济生活的影响。如促进经济迅速发展，提高生活水平，扩大就业量，促进社会稳定。关键词 安塞县 经济增长 第三产业25.1 安塞县的地理位置安塞县地处黄土高原腹地，位于陕西省西北部，地理位置在东经E1085144”-1092618”,N3603045”-3701931”。总面积为2950.2平方公里，土地类型丰富多样。（1）25.2第三产业内部结构分析在图25.1中，我们可以看到第三产业虽然处于缓慢增长的状态，但其对国内生产总值的贡献比例仍然是比较低的。六年来，第三产业中发展最快和攻下最大的三个行业是交通运输、仓储和邮电业。从98年的11.8%正驾到15.2%增长了3.4%第二，教育、文学和艺术、广播、电视和电影的贡献率也在逐年增加。这可以从GRAPH，交通运输，仓储，电信通讯业，国家党政机关，社会团体，教育业，文学艺术，金融保险业，房地产业等处于增长的行业看出。并且，这种好的发展趋势需要继续保持下去，但在其内部结构中还存在着一些问题。从图25.2中可以看到，第三产业中为生产和生活提供服务的部门如金融保险业，房地产业，社会服务业等等，虽然最近几年有逐步增长的趋势，但其增长速度并不大，而且相应比例也很小。第三产业结构的目标包含传统工业运输业，邮政仓储服务业等，第三产业和现代服务业中所占比例较大的如房地产业、金融保险业、旅游观光业等其他新兴产业，发展却相对滞后。但是随着人们生活水平的提高和空闲时间的增加，对消费的质量和要求会显著怎家，人们的精神需求也会越来越多25.3第一、二、三产业发展目标的比较经济增长要求产业结构和经济发展相协调配合，人民生活的改善也会对产业结构做出调整，这在所有行业GDP的贡献中都有所体现。（2）第三产业的目标在98年仅占GDP的25.9%在随后几年的缓慢增长后，2003年达到35.1%；同时，第二产业亦呈现上升趋势，从98年的32.4%上升到43.4%是GDP总量中所占比例最大的产业。第一产业的目标和在GDP中所占的比例一直在下降，由此可见，随着经济的发展和人民生活水平的改善，产业结构将会更加合理，三产业所占比例的偏差会更大。25.4第三产业目标在经济和社会的影响25.4.1第三产业对经济目标的显著贡献图25.1中看到，从98年开始，第三产业的目标有了较大发展，增加了价值，三产业占GDP的比重从41.7:32.4:25.9变为21.5:43.4:35.1，第三产业对经济增长的影响已经增加到了35.1%虽然不多，但（对经济总体的拉动效应）是非常有效的。随着第三产业发展的逐步稳定，市场的目标逐渐也变得活跃起来，这就是说，发展就是解决问题的最好办法。其他服务业，想信息传输，计算机服务等的价值也在增加。这些都有效地推动了经济的快速增长，并且使得第三产业在经济发展过程中有不可忽视的作用。25.4.2第三产业对人民生活水平的影响从GRAPH2中可以看到，人们的消费大大增加，这当然与第三产业的发展有着密切的关系。虽然第二产业和第三产业所显示的增长速度不同，但第二产业影响的是人们生活水平的宏观方面，更贴近人们生活的却是农业和第三产业。图25.1中可以明显看到第一产业的先将，所以，对人们消费水平最直观的影响是第三产业的发展。随着第三产业的持续发展，人们的消费水平在不断提高。消费水平不仅表现在对物质上的追求，还体现在对精神上的需要。当人们有确切的有形资产是，人们的需求不单单满足在对事物和衣服的拥有上，而且会对食物的质量和购买服装时的服务也有一定的要求，交通运输，旅游观光，文化娱乐的需求也在不断增加。因此第三产业发展和第三产业内部各部门的发展和提高时不断改善人们的生活标准水平的体现。25.4.3 第三产业与扩大就业一般来说，第三产业属于劳动密集型产业，它吸收劳动力的水平比较高，因此是良好的就业扩张渠道，增加就业量。而且，与其他产业相比，第三产业就业灵活性更高，已经成为20世纪90年代以来主要吸收就业的渠道。近年来，随着经济的发展和人民生活水平的持续提高，人们对服务业的需求在不断增加，对服务业的质量要求也在提高，这也促进了第三产业的发展。在这个发展过程中，服务内容的持续增加，分工的不断细化，所能提供的就业岗位也在增加，劳动力同时会增加。因此，第三产业在一定程度上能扩大就业。25.4.4第三产业对农业的影响随着第三产业的发展，人们的生活水平已经有了很大提高，同时第三产业对劳动力的吸收，也对农业产生了很大的影响。在图25.3和25.4中，我们可以看到，随着经济发展重要性的不断增加，吸引了大量的农业人口向第三产业人口转移。第三产业人口从86年的不到4%增加到23.59%再变为从事第三产业人口突破25%。从图25.4的发展趋势中我们可以看到，第三产业未来将继续吸引其他产业，尤其是第一产业的人口，使产业结构继续优化，也使当地的就业能力增强。吸引从事农业劳动的人口，导致农业人口中从事农耕劳作的数量下降，缓解农民工，加剧农村土地面积减少，导致农业减产，GDP总量下降。25.5结论1. 第三产业发展能很好地促进安塞县社会经济的发展，随着第三产业的持续发展，人们的生活水平和生活质量也有了很大提高，第三产业提供了更多就业机会，促进就业，帮助社会稳定。2. 随着第三产业的发展，第一产业的发展也收到了相应影响，如耕地面积减少，农业人口比率下降，使得第一产业在GDP中的比重下降。参考文献1.王万茂.论土地生态经济学与土地生态经济系统.1993 J 2:27-282.董艳林.基于北京第三产业结构的研究.经济科学.2005.39:16-173.刘洋、刘小鹏.宁夏第三产业发展的灰色关联分析 .2011.09.15
