APEC用语中英对照手册

APEC用语中英对照手册前言亚太经济合作会议(APEC)自1989年成立以来，已逐渐发展成为亚太地区重要经贸组织。APEC每年各项会议超过100场次，其议题涵盖面甚广，包括经贸、投资、金融、关务、环保，以及青年、妇女和教育等，各项议题所用到专有名词甚多；同时这几年也产生许多特殊词汇，使得国人很难从一般英汉字典找到解答。国内在遇到APEC相关字词时，常出现不同翻译情形。例如:cross-border，一般人把它译成跨界，但国际贸易局则译为跨境。又如:Partnership for Equitable Growth，一般人把它译成均衡发展伙伴关系，外交部则译为均衡成长伙伴关系。为了整合APEC相关用语的中英文翻译，让国人在使用上对照方便起见，中华台北亚太经济合作(APEC)研究中心特编制APEC专门术语中英文对照手册，希望藉此减少国人面对APEC相关术语时所产生的困扰，并尽量做到统一APEC用语中英文翻译的目标。尤有进者，我们盼望透过这份手册，增进国人对于APEC的了解。经由这份手册，我们还可看出APEC这些年的进展，以及它的工作性质，像EVSL (Early Voluntary Sectoral Liberalization)，意指自愿提前部门自由化，即反映出当前APEC之重点工作。本手册的编制，是依据政府各部会有关APEC的出版品，特别是外交部相关会议文献、经济部国际贸易局的认识APEC一书，和经济建设委员会相关资料，汇整其相关的中英文名词而成。本研究中心在翻译19册MAPA个别行动计划时，曾整理出相关用语中英文对照表，我们也把它纳在本手册内。本手册系按照英文全称前缀顺序排列，因此读者在查阅时应按全称字，而不是缩写字顺序。由于部份APEC经济体使用西班牙文，因此部份缩写字是根据西文而来，与英文有所出入。西谚有云:第一张饼最难煎。这本对照手册如同第一张饼般，我们是在有限人力、物力下完成，其中疏漏之处在所难免，因此暂时将它称之为试刊本；今后我们还会根据各界提供的修订意见，纳入APEC最新词汇，随时更新版本。为此，我们仍请读者不吝雅正，使本手册更臻完美。中华台北亚太经济合作(APEC)研究中心
