After a little time, she chose one of the浙江省科技成果转化基金项目可行性研究报告 项目名称:食用花卉的规模种植与加工利用 申请单位: 温州市农业科学研究院 推荐单位: 温州市科技局 编写时间: 2004 年 4 月 25 日浙江省科学技术厅浙江省财政厅二四年 目 录一、总论(一)申请项目概述(二)项目预计目标1.总体目标2阶段目标3资金投入及使用计划二、项目技术成果的先进性分析(一)简述(二)项目创新点(三)知识产权状况三、项目实施方案分析(一)项目的转化内容与技术路线论述(二)项目组织实施方案论述(三)项目产品市场调查与竞争能力预测(四)投资预算与资金筹措(五)项目实施风险评价(六)项目实施计划论述四、项目预期效益分析(一)成果转化目标分析(二)经济效益分析1产品成本分析2产品单位售价与盈利预测3经济效益分析4项目投资评价(三)社会效益、生态效益分析五、项目支撑条件分析(一) 申报单位基本情况(二) 单位转化能力论述(三) 单位职工队伍情况(四)单位管理情况(五)单位财务经济状况(六)合作单位研发能力“食用花卉的规模种植与加工利用”科技成果转化基金项目可行性研究报告一、总论(一)申请项目概述食用花卉可以丰富蔬菜种类,调剂口味,同时还具有食疗保健的作用。我市泰顺、文成等山区,具有丰富的野生食用花卉资源。通过几年的研究,我们筛选出了具有开发利用价值的金雀花、木槿、食用菊花等6个品种,测定了主要品种的营养成分,解决了种苗繁殖的关键技术,已繁殖金雀花苗木12万株,总结出了配套的栽培技术,可以进行人工栽培,产品已试销,较受欢迎。2004年2月29日,该项目通过了温州市科技局评审,该项目的总体研究水平达到了国内先进。本项申请的目的是为了扩大食用花卉种植面积,提高产量,对产品进行加工销售,为当地农民及企业带来更多的效益,促进效益农业和创汇农业的发展。(二)项目预计目标1.总体目标(1)项目执行期间计划投资额:本项目预计投资 300万元,预期2年(2004.42006.4);(2)项目完成时的成果熟化程度:建立食用花卉种苗繁殖基地200亩,推广种植食用花卉2000亩,金雀花亩产鲜花达到160斤,木槿达到300斤,以后产量将逐年增加,食用菊花亩产达到1000斤,建立一条食用花卉深加工的生产流水线;(3)执行的质量标准:建立的食用花卉基地要达绿色食品生产要求,食用花卉加工后的产品质量要达到国家要求的卫生标准;(4)转化后可获得的经济、社会、生态效益:本成果转化后,可以建立2000多亩符合绿色食品生产标准的食用花卉生产基地,不仅可以提供较多就业机会,使当地农民增收,也为当地农业产业结构调整提供了一种新方法;而且,基地建立以后,可以按“公司+农户”及“公司+基地+农户”的模式经营,带动当地农民共同致富,促进当地农业的发展。食用花卉深加工生产流水线建立以后,不但解决了由于食用花卉花期过于集中,盛花期农民卖花难的问题;而且可以大幅度的提高食用花卉的附加值,使农民增收,企业增效。并且可以丰富广大市民的菜篮子,使市民一年四季能吃到美味的食用花卉,还可以出口创汇。另外,食用花卉生产基地的建立,也可以绿化、美化荒山。因此本项目转化后具有巨大的经济、社会和生态效益。2阶段目标2004.42005.3 建立食用花卉种苗基地200亩,发展食用花卉种植基地1000亩,购买生产设备,建立一套用于食用花卉深加工的生产流水线,同时对产品进行包装设计,推向市场。2005.42005.3 进一步扩大食用花卉基地1000亩,巩固原有的食用花卉基地,进一步完善生产流水线,扩大产品的生产规模,拓宽销售渠道,营造自己的品牌,进一步扩大食用花卉产品的影响力。3资金投入及使用计划项目计划新增投资额 300万元,其中固定资产投资210万元,流动资金投资90万元。目前近期完成投资额120万元,其中银行贷款50万元。由单位负责完成的新增投资资金到位时间和到位金额见表1。表1由单位负责完成的新增投资资金到位时间和到位金额金额到位时间预计金额到位量2004.8120万元200590万元200630万元二、项目技术成果的先进性分析(一)简述对食用花卉进行这样系统的研究,国内的报道不多。食花餐卉是中华民族传统饮食文化的一大特色,其历史十分悠久。近年来世界许多国家兴起了食用花卉研究,1989年我国民族植物学家裴盛基和日本京都大学的近田文弘教授共同发起组织了亚洲食花文化国际会议,并出版了亚洲食花文化国际会议论文集。美国、法国、澳大利亚、墨西哥等国也都很重视食用花卉的研究和利用。中国科学院和云南省将食用花卉作为重大项目加以研究,对我国云南各民族食用花卉进行了调查研究,但对食用花卉的种苗繁殖和人工栽培技术及营养成分的报道很少。本课题通过查阅资料、实地调查和田间栽培的方法,调查了温州市食用花卉资源,基本摸清了温州市食用花卉资源的种类、食用方法及医疗保健功效,收集到食用花卉资源24种34个品种,通过栽培和生物学特性观察,从中筛选出6个具有开发利用价值的品种。对具有开发利用价值的品种进行了种苗繁殖和栽培技术的研究及营养成分测定分析,为资源的开发利用提供了科学依据。通过研究解决了种苗繁殖的关键技术,提出了配套的栽培管理方法,并进行了一定面积的推广试种,取得了较好的经济社会效益和生态效益。对食用花卉进行这样系统的研究,国内的报道不多。(二)项目创新点1 通过查阅资料、实地调查和田间种植相结合的方法,首次对温州市食用花卉资源进行了调查、分类,基本摸清了温州市食用花卉资源的种类、食用方法和医疗保健功效,为开发利用提供了科学依据。2 筛选出具有开发利用价值的食用花卉6种:金雀花、木槿、食用菊花、栀子花、白花美丽胡枝子、迷迭香。3 对金雀花种苗繁殖技术进行了较系统的研究,通过扦插基质、激素处理、扦插时间、插条选择、保湿条件等全方位的研究,使金雀花扦插繁殖成活率达到90%以上,并获得了大批量的金雀花扦插苗用于推广种植,解决了优良食用花卉金雀花因种苗繁殖困难,无法大面积开发利用的难题。4对金雀花组培快繁技术进行研究,以金雀花的顶芽、侧芽为外植体,嫩芽诱导率达到100%,通过激素配比试验,发现金雀花嫩芽在MS+BA0.5AA0.1的培养基中,繁殖系数可达3-5倍/20天,同时发现转移时机在快速繁殖中起重要作用。经查新,国内还未见有金雀花组培快繁技术的研究报道。5在国内首次报道了金雀花营养成分,为研究和开发花卉食品提供了科学依据。6野生食用花卉-金雀花进行人工栽培和繁殖,产品已试销。(三)知识产权状况“食用花卉资源的征集、繁殖和栽培技术的研究”课题是2001年市科技局立项下达的科研任务,项目编号:N2001A15,由温州市农科院生物技术所主持,温州亨哈食品有限公司参加,本项目的知识产权属完成单位共有。三、项目实施方案分析(一)项目的转化内容与技术路线论述1.项目转化的内容(1)在原有的基础上,对野生的食用花卉进行人工种植,加大食用花卉苗木的繁殖,建立苗木基地200亩,每年扩大食用花卉种植面积1000亩; (2)建立食用花卉无公害生产基地,使食用花卉的生产达到无公害生产的标准;(3)建立金雀花、食用菊花、栀子花、木槿等深加工小包装生产流水线,投入生产使用。 2.技术路线论述食用花卉加工技术路线:(1)脱水:采摘 分选 清洗 漂烫 甩干脱水分选检测 称重包装成品检测 入库 销售(2)腌制:采摘分选清洗甩干 分选加盐质检分装称重产品检测 入库销售(3)保鲜:采摘分选质检分装称重标贴成品检测 入库保鲜销售食用花卉规模种植路线:(1)品种选择,根据项目的研究结果,选择产量高,采摘容易,市场销售前景较好的食用花卉品种:金雀花、木槿、食用菊花、栀子花、白花美丽胡枝子。(2)选择适宜的种植地,周围的环境符合生产绿色食品的要求。(3)种苗培育和定植,以现在技术已经成熟的扦插繁殖为主,金雀花当年扦插,第二年定植;木槿、食用菊花、栀子花当年扦插,当年定植; (4)施肥和病虫害防治,肥料以农家肥为主,病虫害防治以农业防治为主,在作好预测预报的前提下,优先采用生物、物理的方法,基本不用农药。(二)组织实施方案论述本项目的具体实施地点在文成县,以及温州市亨哈食品有限公司,由温州市农科院负责种苗繁殖技术以及规范化栽培技术的指导工作,温州市亨哈食品有限公司负责生产、加工、销售工作。目前,我们已繁殖金雀花种苗12万株、和大批量的木槿和食用菊花种苗,2004年可用于推广种植。位于文成县的亨哈食品加工厂,占地62亩,拥有一整套较为完善的加工、生产与包装设备,是绿色食品及野生果菜、食用花卉等产品的研制、加工与仓储的基地。需新增加一条先进的食用花卉深加工生产流水线。 加工食用花卉的原料本身无工业污染,无农药残留物,加工厂污染主要是废水、烟尘煤渣、食用花卉废料废料,处理措施是:(1)锅炉燃煤湿式除尘,烟尘达标排放。煤渣作为生产粘土砖的辅料;(2)食用花卉废料全部运往公司蔬菜基地集中堆埋,不得外露,用作有机肥,还在堆肥时喷雾农药,以防滋生飞虫等;(3)废水的处理是建立污水处理池。先将水褪色,然后中和、沉淀,最后排放,达到农田灌溉用水的标准。采取这些措施,对环境无任何影响,也不影响周边农作物的生长。(三)项目产品市场调查与竞争能力预测食用花卉具有丰富的蛋白质、脂肪、游离氨基酸,以及人体所需的维生素和多种微量矿物质,具有保健美容和益智的作用。在生活水平日益提高的今天,人们已不再满足于温饱现状和单调的蔬菜品种,口感风味的新鲜独特及多样化已成为一种新的追求。从国际市场来看,食用花卉产品,出口量大,销售额逐年倍增,出口国家也由当初的几个国家增至现在的12个国家和地区,再从国内市场来看,近年来,市民非常崇尚绿色食品,许多产品如野生食用花卉等市场经常缺货断档,市场供不应求。目前在国内生产菜用花卉的企业,本项目具有特色性,竞争单位不多,具有很大的市场潜力。用新鲜花卉脱水加工制成的保健食品和休闲食品出口很受欢迎,能产生较高的效益,具有广阔的开发利用前景。(四)投资预算与资金筹措根据项目的转化内容和目标,本项目在资金资助期内计划投资额300万元。项目申报时已完成投资额120万元,其中银行贷款50万元,主要是用于食用花卉基地建设,及加工设备的购买。需新增投资300万元。计划新增资金来源及到位时间见表2。表2 计划新增资金来源及到位时间计划新增资金来源金额(万元)预计到位时间目前进展单位自筹(来自企业)1002004.10准备中502005银行贷款90正在筹措财政拨款(农业科技成果转化资金资助)40申报中地方政府配套资金20申报中合计300资金使用计划:2004.42005.3 到位的资金用于食用花卉种苗繁殖基地及新增种植基地的建设;购买生产设备,建立一条用于食用花卉深加工的生产流水线,同时对产品进行包装设计,推向市场。2005.42006.3 到位的资金用于进一步扩大食用花卉基地,巩固原有的食用花卉基地,进一步完善生产流水线,扩大产品的生产规模,拓宽销售渠道,营造自己的品牌,进一步扩大食用花卉产品的影响力。农业科技成果转化资金的使用方向见表3。表3 农业科技成果转化资金的使用方向使用方向金额(万元)生产流水线设施15产品包装设计3产品销售5信息调研费2食用花卉基地建设15合计40(五)项目实施风险评价在解决了温饱之后,绿色食品成了社会普遍的消费倾向,野生食用花卉无工业污染和农药残留,具有营养、保健功能,是纯天然的绿色食品,产品的附加价值高、特色性强,现代人非常青睐。国内国际市场容量很大,发展前景广阔。自立项以来,本单位对金雀花、木槿、食用菊花、栀子花、白花美丽胡枝子、迷迭香等6个品种的种苗繁殖与栽培技术进行了深入的研究,熟练的掌握了其种苗繁殖和栽培技术,为其开发和利用提供了技术支持。亨哈食品有限公司以公司加基地加农户的方式发展食用花卉,由公司基地提供种苗给农户种植,产品由公司收购,用于加工。产品试销后很受市场欢迎,具有很好的开发前景。故实施本项目总体目标上无大的风险。(六)项目实施计划论述任务建立食用花卉种苗基地200亩,按无公害生产标准发展食用花卉种植面积一千亩按无公害生产标准发展食用花卉一千亩产品包装设计,建立生产流水线,加大产品的销售力度时间2004年 2004年 2005年 2005年 2006年4月 12月 4月 12月 4月四、项目预期效益分析(一)成果转化目标分析已经筛选出金雀花、木槿、食用菊花、栀子花、白花美丽胡枝子、迷迭香等6个品种,解决了种苗繁殖技术和栽培技术,已成功繁殖出金雀花种苗12万株,2004年即可用于推广种植。产品经试销以后,比较受欢迎,已具备转化的必要条件,该项成果经过正式转化以后可以建立食用花卉种苗繁殖基地200亩,推广种植食用花卉2000亩,金雀花亩产鲜花达到160斤,木槿达到300斤,以后产量将逐年增加。食用菊花亩产达到1000斤,可提高当地农民收入,带动当地农业的发展,有利于当地农业的产业结构调整,还有美化绿化荒山的作用,可以取得良好的经济效益、社会效益和生态效益。建成加工流水线可年加工成品100吨,可实现一定的出口创汇。(二)经济效益分析1.产品成本分析筛选出的金雀花、木槿、食用菊花、栀子花、白花美丽胡枝子、迷迭香等6个品种,都为一年种植多年采摘,产量逐年增加,除第一年苗木成本(约400元/亩)外,以后的成本就很少了,农民可以取得比较好的经济效益。鲜花加工成本按年产100吨成品计算,年销售收入预计600万元,生产成本预计438万元,对生产成本产生影响的主要是:生产基地太小,原料不能满足生产的需要,造成运输、加工等成本的提高,可以采取的对策:1、扩大食用花卉生产基地;2、对周边的农户进行引导性种植;3、实行定单农业。2产品单位售价与盈利预测根据食用花卉的成本和市场分析,鲜品:金雀花15元/500g,食用菊花10元/500 g,木槿10元/500 g,栀子花10元/500 g,白花美丽胡枝子10元/500 g。加工成品:金雀花50元/500g,食用菊花25元/500 g,木槿30元/500 g,栀子花25元/500 g。本项目5年内产业化生产和推广应用预测见表4。表4 本项目5年内产业化生产和推广应用预测时 间产品销售收入(万元)成本预测(万元)利润预测(万元)2004年(412)月150110302005年310226622006年5003651002007年5504001102008年6104451223经济效益分析本项目实施两年(2004.42006.4),预计该项目在农业科技成果转化资金资助期限内可实现销售收入627万元,净利润125万元,缴税43.8万元,创汇80万元。另外,本项目的实施后,可带动周边的农户种植食用花卉,预计农户每亩可增加产值400500元,极大的促进当地的农村经济发展,具有巨大的社会经济效益。4项目投资评价(1)项目的净现值=未来的总现值初始投资每年净现金流量=净利+折旧计算公式如下:项目净现值=40/(1+0.15)+74/(1+0.15)2+115/(1+0.15)3+128/(1+0.15)4 +142/(1+0.15)5-300=10.11(万元) (2)内部收益率忽略(3)项目投资回收期=原始投资/每年NCFC(净现金流量)年份每年净现金流量年末尚未回收的投资额1402602741863115714128回收期=3+(71/128)=3.55(年)(三)社会效益、生态效益分析项目实施后。可有效的利用和开发我市泰顺、文成等山区丰富的野生食用花卉资源,有利于农村的产业结构调整,有利于解决农村的剩余劳动力,增加山区农民的收入;同时食用花卉可以丰富蔬菜种类,调剂口味,同时还具有药食同源、食疗保健的作用。在追求健康、崇尚绿色食品的今天,“食花”成了一种新的时尚,鲜花食品受到欢迎,用新鲜花卉加工制成的保健食品出口很受欢迎,能产生较高的效益。开发利用食用花卉,不仅可以获得较高的经济效益,增加山区农民的经济收入,还有美化绿化荒山的作用,因此同时还具有很好的社会效益和生态效益。五、项目支撑条件分析(一)申报单位基本情况单位名称:温州市农业科学研究院(下面简称温州农科院)通讯地址:温州新桥镇永庆街1号单位注册类别:事业法人(二)单位转化能力论述温州农科院是一个集科学研究、教学培训、示范推广、开发经营为一体的新型农业科研教育机构,院科研工作曾受到国务院嘉奖,先后获得国家科技进步奖3项,国家发明奖2项,省部级科技进步奖50余项,市级科技成果奖200余项,近年来院领导花大力气很抓科技开发和成果转化工作,先后出台了相关的政策和组建了院级科技型企业6家,取得较好的成效。2002年我院水稻新品种科技成果转让外省成功,同时各学科的科技成果转化率具有较大的提高。院承担本项目的科技人员有4人,其中高级一人,中级一人,初级2人,在食用花卉的繁殖和栽培方面具有丰富的经验。本项目的负责人是张小玲同志,高级农艺师,浙江农业大学种子、生物技术专业毕业,现任农科院生物所所长,是“食用花卉资源的征集、繁殖和栽培技术的研究”课题主持人,温州市“551人才工程”第二层次培养人员,在组织实施工作和项目的研究及科技开发和成果转化方面具有丰富的经验。综上所述,我院在人、财、物、基地及转化环境方面完全具备了农业科技成果转化的能力。(三)位职工队伍情况单位法定代表人徐和昆,毕业于浙江大学土化系,学历硕士,曾经在温州农业局、浙江省亚热带作物研究所担任过重要职务,现任农科院院长。徐和昆同志业务能力强,具有较高的创新意识及开拓能力,在担任浙江省亚热带作物研究所所长期间,展开了很多卓有成效的工作,大大提高了该所职工的积极性,同时也提高了该所职工的创收水平。目前温州市农科院共有职工260人,大专以上166人,从事科技活动人员148人,其中高级职称28人,中级职称57名,有省“151”、市“551”人才工程人选17名,市专业技术拔尖人才2名。(四)单位管理情况温州农科院是市直属的机关事业单位,实行院长负责制,院长为法人代表,领导全院的工作。根据工作职能分工不同院划分行政管理、科研、教学、后勤服务四大系统,各个系统采用不同的管理办法。科研系统各研究所、教学系统、后勤服务中心作为独立核算单位。院给独立核算单位发放基本工资,核定下拨工作经费,奖金福利由核算单位发放,各核算单位必须努力创收,确保财务收支平衡。院给各中层部门下放人员聘用权、人员管理考核权、给各核算单位下放分配自主权、科研教学活动的自主权、一定的财务制度审批权和一定的资产管理使用权。后勤服务中心的权限由后勤开发处研究确定。(五)单位财务经济状况温州农科院为全额事业单位,目前共有资产4915万元,其中流动资产831万元,固定4083资产,负债227万元。(六)合作单位研发能力温州市亨哈食品有限公司创建于1994年10月,现有职工180人,公司拥有自营进出口权并被列入省级骨干农业龙头企业,主要从事野生绿色农副产品的研发生产和销售。产品分脱水、即食小包装、腌制、保鲜与清水包装五大类共80多个品种。“亨哈”牌产品曾荣获“浙江名牌”及多项国家、省级金奖;2002年3月,“亨哈”牌注册商标获“浙江省著名商标”称号;2002年10月企业被列为温州市百强企业;2003年1月,亨哈
