Third, streamlining file briefs, culture involves all aspects of propaganda and ideology, sometimes due to the practical needs of invention notifications, this area needs further新型冠状病毒疫情防控应急预案(试行)1总则1.1总体目标为做好新型冠状病毒疫情防控工作,提高新型冠状病毒的防治水平和应对能力,及时、有效地采取各项防控措施,做到早发现、早报告、早隔离、早治疗新型冠状病毒病例,控制疫情的传播、蔓延,保障广大人民群众的身体健康和生命安全,维护社会的稳定,特制定本预案。1.2工作原则政府领导,部门配合;依法防控,科学应对;预防为主,防治结合;群防群控,分级负责。1.3编制依据中华人民共和国突发事件应对法、中华人民共和国传染病防治法、突发公共卫生事件应急条例、国家突发公共卫生事件应急预案。1.4疫情分级级:本省范围内2地市及以上发现本地新型冠状病毒的实验室确诊病例,并在人群出现新型冠状病毒疫情扩散,属特别重大疫情。级:本省范围内发现输入性确诊病例5例以上;或本地发现新型冠状病毒的实验室确诊病例,并出现新型冠状病毒疫情在人群扩散的趋势,属重大疫情。级:本省范围内发现输入性新型冠状病毒确诊病例,且未出现本地感染病例;属较大疫情。级:本省范围内发现疑似新型冠状病毒病例疫情,属一般疫情。1.5适用范围本预案适用于我省各级卫生行政部门及各级各类医疗卫生机构开展的新型冠状病毒防治应对准备及应急处置工作。2组织管理2.1组织机构各级卫生行政部门在本级政府统一领导下,成立新型冠状病毒防控工作领导小组,统一指挥、协调新型冠状病毒防控工作。各级各类医疗卫生机构实行新型冠状病毒防控工作主要领导负责制、防控工作责任制和责任追究制,明确任务、目标和责任。县级及以上卫生行政部门成立由临床、流行病学、实验室检验、卫生监督与院内感染等相关专业人员组成的新型冠状病毒防控技术专家组。县级及以上医疗卫生机构成立新型冠状病毒疫情应急处置小组,根据职责分工和卫生行政部门指派,负责开展本单位或本地区的新型冠状病毒疫情应急处置工作。农村乡镇(村)和城市社区卫生机构在上级疾控机构和医疗机构的指导下,开展本地区的新型冠状病毒防控工作。2.2职责分工2.2.1卫生行政部门职责(1)各级卫生行政部门在当地政府领导下,负责协调、管理本辖区新型冠状病毒防控工作,制定本地新型冠状病毒应急预案和防控策略,进行社会动员并指导本辖区内做好新型冠状病毒防控工作;组织开展新型冠状病毒专业人员培训和应急演练;确定定点收治医院;组建专家组诊断、指导治疗本辖区内新型冠状病毒病例,为防治工作提供技术支持;开展防控工作的督导检查;做好应急防控物资储备;加强与相关部门的协调与配合,建立部门之间信息沟通和固定联络员制度,形成多部门共同参与的联防联控机制。2.2.2医疗卫生机构职责(1)疾病预防控制中心职责省级疾病预防控制中心负责制订本省疫情应急处置技术方案;评估和预测本省疫情;参与并指导现场流行病学调查及疫情处置;指导新型冠状病毒预防控制工作;负责新型冠状病毒疫情及监测资料的收集、汇总分析、反馈和上报;开展技术培训和健康教育;开展实验室检测工作,并保障实验室生物安全,负责业务人员的培训。地市级疾病预防控制机构负责本地(市)新型冠状病毒疫情及监测资料的收集、汇总分析、反馈和上报,指导地市、县市区新型冠状病毒预防控制和监测工作,开展现场流行病学调查及疫情处置,做好技术培训和健康教育,在条件具备时开展实验室检测工作并保障实验室生物安全,负责县(市、区)业务人员的培训。县、市(区)疾病预防控制机构承担本辖区新型冠状病毒预防控制及监测工作,负责当地疫情及监测资料的收集、汇总分析、上报,开展新型冠状病毒病例的流行病学调查,密切接触者追踪和医学观察,相关标本的采集和运送,指导做好消毒工作和新型冠状病毒疫情现场处置人员的个人防护,开展专业人员培训和健康教育,负责乡村卫生人员的培训。(2)医疗机构职责县级及以上医疗机构负责新型冠状病毒医学观察病例、疑似病例的筛查与报告,负责病人的诊断、转运、隔离治疗、医院内感染控制,配合疾病预防控制机构开展流行病学调查及标本采集工作,负责本机构内有关人员的培训工作。乡镇(村)和社区卫生机构以及其它各类医疗机构发现发热、咳嗽、呼吸急促和呼吸困难等急性重症呼吸道感染症状表现的病例,在上级部门的指导下开展新型冠状病毒防控工作。(3)卫生监督机构职责负责对本辖区医疗卫生机构的预检分诊、消毒、疫情报告及预防控制等工作的卫生监督和执法稽查。3病例诊断和疫情发布3.1病例诊断省内首例新型冠状病毒病例由卫生部专家组诊断确认,此后发生的病例由省级卫生行政部门组织专家组诊断确认,同时上报卫生部。省级卫生行政部门在接到辖区内新型冠状病毒疑似病例报告后,应在2小时内派出专家组进行调查和会诊,并向卫生部报告。省专家组根据病例的流行病学史、临床表现、实验室检查结果,按照新型冠状病毒感染病例诊疗方案(2012年第1版)进行诊断或排除。省疾病控制中心开展新型冠状病毒病例实验室检测工作;各地(市)级疾控中心在具备条件想情况下开展本辖区的实验室检测工作,需要复核时送省疾控中心检测。省疾病控制中心检测出的所有阳性标本全部送中国疾病预防控制中心复核检测。3.2疫情公布与通报省级卫生行政部门经卫生部授权后,负责向社会发布本省新型冠状病毒疫情信息。4应急处置各地应根据以下不同情况采取相应的应对措施。4.1本省尚未发现疑似或确诊新型冠状病毒病例疫情,应该采取以下措施:(1)密切关注国内外新型冠状病毒疫情动态,做好疫情预测预警,开展疫情风险评估。(2)做好各项技术及物资准备。(3)开展常规疫情、新型冠状病毒、不明原因肺炎病例的监测。(4)医疗机构开展不明原因肺炎的筛查工作。(5)开展新型冠状病毒知识的健康教育,提高公众防控新型冠状病毒知识水平。4.2本地发现疑似新型冠状病毒病例疫情,采取以下措施:(1)立即开展现场流行病学调查、密切接触者追踪和样品采集工作。(2)开展新型冠状病毒应急监测工作,发现新型冠状病毒病例的地市实行疫情日/零报告制度。(3)做好密切接触者的医学观察。(4)按照职责分工,做好疫点内人居住和聚集场所的消毒处理工作。(5)医疗机构要做好病人接诊、救治、医院内感染控制等工作。(6)做好疫情调查处理等人员的个人防护。(7)各级卫生行政部门均设立统一的12320咨询热线电话或专线电话,24小时解答群众有关流感防治的咨询、举报和投诉。4.3本省范围内发现输入性新型冠状病毒确诊病例,且未出现本地感染病例,采取以下措施:(1)加强新型冠状病毒应急监测,全省实行新型冠状病毒病例零报告制度。(2)按照中国疾控中心制定下发的新型冠状病毒预防控制技术指南迅速开展流行病学调查工作,查明病例之间的相互关联。(3)按照密切接触者判定标准和处理原则,确定密切接触者,并做好医学观察。(4)按照职责分工,做好疫点内人居住和聚集场所的消毒处理工作。(5)医疗机构要做好新型冠状病毒病例隔离、救治和医院内感染控制工作,并协助疾病预防控制机构开展流行病学调查和病例的主动搜索、标本采集等工作。(6)加强疫情调查处理、医疗救治、实验室检测等医务人员的个人防护。(7)及时向本地区有关部门和邻近省(区、市)卫生行政部门通报有关情况。(8)进一步加强健康教育,提高公众卫生意识和个人防护意识,减少发生新型冠状病毒的危险性,做好公众心理疏导工作,避免出现社会恐慌。4.4本省范围内发现输入性确诊病例5例以上;或本地发现新型冠状病毒的实验室确诊病例,并出现新型冠状病毒疫情在人群扩散的趋势,由疫情发生地地(市)新型冠状病毒防治工作领导小组统一组织,开展防控工作。结合疫情发展趋势,加强学校、农村、建筑工地、车站及公共场所等重点部位、重点场所、重点人群的监测和预防控制工作。取消婚丧嫁娶宴请活动,禁止集市、庙会等群体性聚集活动。学校落实师生、员工晨检制度,加强防治知识宣传,保持校舍良好通风,定期进行消毒。必要时经当地新型冠状病毒防治工作领导小组同意,可采取停课措施。影剧院、歌舞厅、网吧等娱乐场所要坚持严格消毒制度,必要时责令停业。交通、铁路、民航实行健康申报和检疫制度,发现疑似病例和密切接触者时,采取就近就地隔离观察、治疗。相邻市(地)要及时沟通信息,严密监测。省有关部门应给予人力、物力、财力等方面的支持。4.5本省范围内2市及以上发现本地新型冠状病毒的实验室确诊病例,并出现疫情在人群扩散,采取以下措施:各地卫生行政部门根据疫情流行情况,向当地政府提出建议实施疫区封锁、交通检疫、停产、停业、停课等措施。5保障措施5.1加强技术培训,提高应对能力各级卫生行政部门要加强对疾病预防控制人员的技术培训,提高流行病学调查、监测、消毒处理和实验室检验的能力;加强对医务人员新型冠状病毒防治知识的培训,要求所有医疗卫生人员都要掌握新型冠状病毒诊疗、预防控制和流行病学调查的相关知识,提高基层医务人员早期发现病人的意识、能力和诊疗水平。5.2完善检测网络,提高检测能力省疾病控制中心建立省级新型冠状病毒检测实验室,各地(市)疾病预防控制中心建立新型冠状病毒检测实验室。新型冠状病毒检测实验室应符合实验室生物安全有关规定和要求,配备专人负责,并选择责任心强、技术水平高的专业技术人员承担检测工作。5.3加强生物安全管理,确保实验室生物安全5.3.1各级疾病预防控制机构及科研机构要完善有关生物安全规章制度,配备必要的人员,健全实验室安全管理制度,使生物安全管理做到科学化、规范化、制度化。5.3.2开展新型冠状病毒病毒检测工作的实验室必须符合我国实验室生物安全的有关规定和要求,依照病原微生物实验室生物安全管理条例、可感染人类的高致病性病原微生物菌(毒)种或样本运输管理规定、微生物和生物医学实验室生物安全通用准则(WS233-2002)和实验室生物安全通用要求(GB19489-2004)等规定开展工作。在应急状态下,省卫生厅临时指定合格的实验室开展相关检测。5.3.3各医疗卫生机构要对专业人员进行有关生物安全知识的培训,提高专业人员生物安全防护意识和能力。5.4加强监督检查,确保措施落实各级卫生行政部门要认真开展对防控措施落实情况的督导检查和指导,特别加强对重点地区的督导和检查,督查应急预案制定、业务培训、技术演练、疾病监测、疫情报告、传染病预检分诊及疫情现场控制等措施落实情况,发现问题,及时解决,对玩忽职守的人员要严肃处理。5.5做好物质储备,保障经费支持各级卫生行政部门合理安排疾病预防控制和卫生应急工作经费,做好各类应急物资储备,包括防护用品、应急预防性药物、抗病毒治疗和对症治疗药品、消杀药械、检测试剂等物资。发包人指定专人负责协调施工中的有关事宜,并监督施工进度、安全与文明施工。发包人对承包人施工中违规操作有权做好处理决定或经济处罚。streamlining.
