CONNECTEDstate,thesetofEPSBearersissynchronizedbetweentheUEandnetwork.4.6.3.2ECM-CONNECTEDTheUElocationisknownintheMMEwithanaccuracyofaservingeNodeBID.ThemobilityofUEishandledbythehandoverprocedure.TheUEperformsthetrackingareaupdateprocedurewhentheTAIintheEMMsysteminformationisnotinthelistofTAsthattheUEregisteredwiththenetwork,orwhentheUEhandoverstoanEUTRANcellandtheUEsTINindicatesP-TMSI.ForaUEintheECM-CONNECTEDstate,thereexistsasignallingconnectionbetweentheUEandtheMME.Thesignallingconnectionismadeupoftwoparts:anRRCconnectionandanS1_MMEconnection.TheUEshallentertheECM-IDLEstatewhenitssignallingconnectiontotheMMEhasbeenreleasedorbroken.ThisreleaseorfailureisexplicitlyindicatedbytheeNodeBtotheUEordetectedbytheUE.TheS1releaseprocedurechangesthestateatbothUEandMMEfromECM-CONNECTEDtoECM-IDLE.NOTE1:TheUEmaynotreceivetheindicationfortheS1release,e.g.duetoradiolinkerrororoutofcoverage.Inthiscase,therecanbetemporalmismatchbetweentheECM-stateintheUEandtheECM-stateintheMME.Afterasignallingprocedure,theMMEmaydecidetoreleasethesignallingconnectiontotheUE,afterwhichthestateatboththeUEandtheMMEischangedtoECM-IDLE.NOTE2:TherearesomeabnormalcaseswheretheUEtransitionstoECM-IDLE.WhenaUEchangestoECMCONNECTEDstateandifaradiobearercannotbeestablished,ortheUEcannotmaintainabearerintheECM-CONNECTEDstateduringhandovers,thecorrespondingEPSbearerisdeactivated.EPSConnectionManagement(ECM14EPS
